London, January 26. Dr. Tanner has abandoned his intention of suing Mr. Parnell for libel. Mi*. Parnell maintains that Home Rule for Ireland is necessary for the success of the Liberal party, and the Irish party has no option between Liberalism' and Home Rule and Toryism based on coercion. Speaking at Waterford Mr. Parnell said the settlement of Home Rule was important to the Liberals. Ireland must have control of the police and land. A settlement linahty would only end in renewed strife. # The Times states that Mr. O'Brien proposes as a solution of the difference between the two sections of the Irish party to suspend hostilities pending the general election, both sides to retain the present leaders. Mr. Healy is opposed to this proposal. The Marquis of Hartington, speaking at Manchester, contended that Home Rule was practically dead, and hoped that both parties would now arrive at a compromise upon a plan of local Government which would free the country from the danger of national disruption.
