At the grand ceremonial on the occa.riithe principal address was delivered by Mi, Wiliard, one of the chiefs of the Women Temperance Union. A leading part u-' taken by .Mrs. Matilda B. Carse, whet Miss Wiliard called "the chief busing woman on this continent." In this addr« Miss Wiliard said The Woman's Tes pie at Chicago means a new era in womar work. Why shpuld it not, for never befo since the world began was the inspiratii given to any woman to arise and build on scale so vast and for a purpose so procure sive. Other women have indeed combine to erect orphanages, hospitals, and prisoi in which .to house the products of t liquor traffic ; this woman plans for not ing less than to' cut off the traffic itse] She is a type of the W.C.T.U., which ei pects by God's blessing to banish the ui of alcoholic drinks from the customs , society, and the license to sell alcohol drinks from the laws of the land. . A building thirteen storeys high, nearly 2< feet in length by 100 in depth, and 2<>o fei in extreme height, enclosing '2,500,000 f», of space, and costing 1,100,000 dollfr, standing within stone's throw of the Bar of Trade, and yielding 250,000 doltirsat; nual rental, is such a body for the pro'ibi tion soul and Crusade spirit as bows ie tj the dust." , '

The Hall will seat about 00. It will have memorial windows, and pdestal; will support busts of illustrious person? who have lived and died for the cause oi temperance.
