HARBOUR BOAR BY-LAWS.
TO THE EDITOR. Sir, — is a pity the Harbour Board, in notifying the intention to make a by-law, and of its coming into operation, do not act as other local bodies do, and stafee what the by-law is about, by which means the outside public would have an opportunity of knowing the Board's by-laws, and criticising them before they become law. As it is at present, by-laws may be, and apparently are, made of which the public know nothing until they become law. This is a wrong system, and enables oppressive by-laws to be made in a manner which is objectionable. If the by-law fixing the wharf charges on produce had been published, there would not have arisen the present trouble about wharf dues on flour, &c.—l am, &c., Importer. [The Act makes ample provision for publicity being given to proposed by-law but the Board do not mind that.—Eq, ]
