BOROUGH COUNCILS.
PARNELL. The regular meeting of the Borough Council of Parnell was held last night, Mr. H. B. Sealy (Mayor) presiding. Messrs. McCabe, Gay, Gilmour, Thorne, Savage, and Thomas were also present. Burukss Roll. — Mr. James Fredk. O'Neill's name was ordered to be placed on the burgess roll in respect of property in Cleveland Road. Returning Officer. —Mr. W. C. Brakenbury applied to till the vacancy, if such occurred, of returning officer for the borough. It was agreed to allow the matter to stand over till next meeting. Fire Brigade. — The secretary of the Fire Brigade sent in an account for £1 10s for attending a fire on the 11th instant. Th£ amount was submitted and passed for payment. Harbour Board. — A circular was received from the secretary of the Harbour Board as to the return of a member to represent the Council on that Board. The notice was a statutory one, and was received and deferred to the next meeting. Licensing Committee.—Mr. Haselden, Under-Secretary of the Justice Department, sent a circular in regard to the election of a licensing committee. The letter was received. Foreman of Works.—The report of this officer as to the repairs effected was submitted and several recommendations contained in it were referred to the Streets Committee. Accounts.Current accounts amounting to £80 5s lid were passed for payment. Defective Cesspits.—Mr. McCabe in accordance with notice, moved, " That the Inspector of Nuisances be instructed to inspect all cesspits within the Borough frequency to ascertain if there is any escape of sewer gas therefrom, and in such case to give notice in writing to the overseer of works who is hereby instructed on receipt of such notice to immediately take steps to prevent any further escape of gas by filling the cesspits with water or executing any repairs which may be necessary to stop such leakage." After some discussion the motion was agreed to. NEWTON. The Newton Borough Council met yes terday evening. Present: The Mayor (Mr. Brown), Messrs. Donald, English, Shackelford, Cox, Warnock, Porter, Tibbs, ana Holden (the newly-elected member). Stanley and Waknock-streets. — A letter from Mrs. Wilson, asking that Stanley and Warnock streets be cleared, and that a footpath be made in the former thoroughfare, was referred to the Streets Committee.
Water Consumption.—lt was announced that the amount of water consumed during the week was 91,000 gallons. lilrkat North Road.—The committee appointed to inspect the Great North Road recommended that seven loads of metal be spread there, and that at the Archhill side of the road the earth be removed from the side of the water channel, to allow the water to run off the roadway. The report was adopted. Pollkn'-strkkt.—A recommendation of the Streets' Committee that Pollen-street be formed for 250 feet to 300 feet from the Great North Road towards the gully there was adopted. Drain.— Streets Committee recommended that the engineer be asked to prepare plans and specifications for a new drain in Rose Road, to take the place of one which recently caved in there. This recommendation was adopted. Finance.—The statement of accounts showed that there was a balance of £100 to the credit of the general account, and that the water account had a credit balance of £132. DEVONPORT. The ordinary meeting of the Devonport Borough Council was held last evening in the chambers. Accounts to the amount of £48 15s lOd were passed for payment. A statement of the borough's liabilities to date showed that the debit balance now stood at £648 9s 2d. Letters in regard to the election of a member to the Harbour Board, concerning the licensing election, bathing at Cheltenham Beach, re fencing by mortgagee erf allotment formerly conveyed to the Council, were read and dealt with. Mr. Davis complained that Mr. Crabb was running a 'bus to Takapuna and only paying a hackney carriage license, while he (Mr. Davis) had to pay a stage coach license—double the amount. The matter was referred to the Finance and Legal Committee. The recommendations in the report of the Cemetery Committee were as follows :—That the cemetery be divided into three portions—Unsectarian, Church of England, and Roman Catholic— and that for the present only such portions of the cemetery should be used as the Council may determine. These were adopted by the Council. The Council then resolved itself into a special meeting for the consideration and adoption of by-laws for the public cemetery in O'Neill's Road. A schedule of regulations, drawn out by a committee appointed for the purpose, was then discussed seriatim, and ultimately adopted. ONEHUNGA.
The ordinary fortnightly meeting of the Ouehunga Borough Council was held in the Council Chambers last night, There were present: —His Worship the Mayor (Captain M. Yates) in the chair ; Messrs. Keehan, Hills, Barr, Mooney, Bray, J. Shaldrick, Tapp, Burden, and Hastie. Engineer's Accodnt.—Mr. J. E. Boylan wrote enclosing his account, and requesting that it be settled at an early datu. The Mayor said Mr. Boylan had had a great deal of trouble over many matters connected with the Borough, and had pointed them out to him, with the result that Mr. Boylan proffered to reduce his account 25 per cent., leaving a total of £15. The Mayor moved, " That the sum of £15 be voted Mr. Boylan." Mr. Shaldrick seconded the motion, which was agreed to. Water Works Sinking Fund.—Mr. Pierce, manager of the New Zealand Insurance Company, wrote stating that he had received no reply from the Council to his communication of November, and would be glad to get a reply. His Worship said the sinking fund for the water works loan was an important item, and should be considered. He had consulted with the chairman of directors over the matter, explaining that extensions were steadily being made, with the result he believed that it would not be necessary to provide a sinking fund. On the motion of the Mayor, seconded by Mr. Mooney, it was resolved to reply to the communication.
Sanitary.—The Inspector of Nuisances wrote bringing under the council's notice ii breach of the Slaughter-house Act by Mr, Glanfield, butcher. It was resolved to in mate to Mr. Glanfield that he will be pi needed against should a further breach occur.
Financial Statement. —The town clerk reported that at last meeting' the credit balance of the fund stood at £451 10s 3d ; paid away, £25 3s lid; paid in, £90 18s lid ; leaving a credit balance amounting to £517 58 33.
Accounts.—Several accounts were passed for payment. Notice of Motion.—Mr. J. Shaldrick gave notice to move at next meeting:— " That tenders be invited, returnable on February 2nd, for 300 yards scoria for the boundary road."
The Otago Daily Times strongly disapproves of any appointments being made to the Legislative Council by a Government that is" practically defunct."
