WHANGAREI COUNTY COUNCIL.

A special meeting of the County Council was convened to be held in the county office, ab two p.m., on Friday, the 19th September, for the purpose of framing bylaws relating to wheeled traffic on main and county roads, the pollution of rivers and streams, and the regulation of slaughterhouse licenses. There not being a quorum present, the special meeting was postponed by the clerk, until seven p.m., of the same day.

The ordinary meeting took place at three p.m. Present: Messrs. Wilson, Carter, Mallabond, Hunter, McKay, D. C. Wilson (engineer), and J. McKinnon (clerk). In the absence of the chairman (Mr. Brown), Mr. Wilson was elected chairman. The minutes of the previous meeting and outward correspondence wore read and approved of. Correspondence. — From the Cook County Council, stating that that body approves of the petition forwarded to Parliament by this Council re the rating of native lands for charitable aid purposes. From the Property Tax Department, informing the Council that the sum of £174 8s 7d, as part subsidy, was placed to the credit of the county fund account, Whangaroi. From A. J. Addison, Mangapai, claiming compensation for land taken for a road deviation. Agreed to let the matter stand for the new Council to deal with. From the Minister of Lands, stating that the Government would hand over the control of the School of Forestry to the Council, with a subsidy of £350 per year. From E. N. Boult, resigning the position of Returning Officer for Hikurangi Riding. Accepted. On the motion of Mr. Mallabond, seconded by Mr. McKay, it was resolved, "That Mr. James McKinnon be appointed Returning Officer for the Hikurangi Riding."

SPECIAL MEETING. At seven p.m. the special meeting took place. The minutes of tho previous special meeting were read and confirmed. On tho motion of Mr. Hunter, seconded by Mr. Wolf, resolved, " That the draft of tho county by-laws as prepaVed by the county solicitor and read be adopted." This was all the business.

ORDINARY MEETING. Correspondence.—Application fromChas. Smith, asking permission for to construct a tramway across the County Road at Hikurangi. Resolved., "That the request be granted, provided that the crossing bo made perfectly safe, and traffic not interfered with. 1 ' From H. R. Cooke, enclosing copy of balance-sheet of the local committee of the Dunedin Exhibition, which is as follows: — Receipts Grant from County Council, £10; from Whangarei Town Board, £5 us ; total, £15 ss. Expenditure : Preparing map by Mr. D. C. Wilson, £5 i)s (3d ; Garrett, and share of costs, £5 ; printing, £2; postage and stationery, 3s; balance, £2 12s lid : total, £15 ss. The treasurer stated that part of the balance amounting to £1 12s Gil was returned to the Council. Letter from the Commissioner of Crown Lands, stating he would bo in Whangarei at the end of September, to officially hand over the School of Forestry, with all tools, etc., thereon, to the Council. From the Goldtields Committee, stating that they had recommended the Government to make a special grant of £500 for roadworks in Puhipuhi. From T. Grundy, Kamo, asking that his rates be remitted, on the grounds that he had no road to his tlaxmill except what he had constructed. Resolved, "That the application bo not granted, and the collector was instructed to collect the rate forthwith." Report from W. J. Gunson, dog registrar for Mangapai, stating ho had sold 70 collars, and collected tax amounting to £10 las ; also the registrar for Manaia riding forwarded £5, as the value of collars sold to date. Application from Dan. McKenzie, asking that his slaughterhouse license be transferred to J. Longley, his successor. Granted, upon the arrears of fees being paid to the county inspector. Circular from Commissioner of Crown Lauds, approving of the proposed expenditure of "Thirds." From George Kerr, [ asking to be allowed to use the timber on ix certain road in Tangihua, as pay ment for bush falling and sowing of grass on" road. Deferred for report of engineer. From the chief surveyor re the survey of a road through the Pukepoto block : The chief surveyor stated that lie could not let Mr. Simpson undertake this work as he had instructions from Wellington that such work must be done by the Council, but he would obtain a Governor's warrant to take ,the road if the Council wished. It was agreed to apply for a warrant at once. School ok Forestry.—Report and inventory of buildings, fencing, tools, etc., at School of Forestry taken by County Clerk on behalf of the Council. Other correspondence from the nurserymen in charge was received. As the County Chairman was absent, it was thought most desirable to appoint a committee to attend to the business of the School of Forestry until the next meeting of the Council. Mr. J. M. McKay moved, and Mr. Carter seconded, "That the County Chairman and Mr. .J. I. Wilson be a committee of the Council to deal with the above business," which was carried.

Slaughter-house License. — William Hay applied for a slaughter-house license for premises situated at Kiamamaki, which was granted. The slaughter-house inspector presented his monthly report, which showed all the slaughter-houses were clean and in good order. Petitions.The petition, deferred from last meeting, re Ruatangata Road, was brought forward, and it was decided to inform petitioners that there were no funds ; also the petition re ferry service at l'oroti was furthered adjourned on account of no one present to supply the Council with the necessary information. Peter Burnio wrote suggesting that the ferry should be kept at the old crossing. Re petition from ratepayers at Waipu deferred from last meeting. On the motion of Mr. Mallabond, seconded by Mr. Hunter, resolved, " That the Council are of opinion that (although sympathising with the petitioners) they have not the power to grant help to erect a bridge on private property. A petition signed by a largo number of ratepayers and residents of Mangapai, praying that the Council would favour the petitioners with carting shingle ballast from Whangarei or other places to repair the road from Maungakaramea wharf to Harrison's store, as the road was in an almost impassable state. It was agreed to inform petitioners that tho Council has no funds for such expensive work. Accounts.—A large number of small accounts, chiefly for repairs to roads and culverts, were passed for payment, amounting to £15.'}. Rath for 1890-01.—On the motion of Mr. Mallabond, seconded by Mr. Hunter, it was resolved, "Thata general rate of ;Jd in the £ be struck at the next meeting of tho Council on all rateable property in the several ridings within the county, such rate to be payable in one instalment on the 11th day of November next. Leasing Building Sites.—On the motion of Mr, Wilson, seconded by Mr. Carter, resolved, "That the county chairman be authorised to have the extra grounds at the county office prepared for lease in frontage to Bank and Vins streets, for the next meeting of the Council. The next meeting was fixed for tho 31st October, which will be the last meeting of the present Council. A vote of thanks was passed to the acting chairman, Mr. J. I. Wilson, and the meeting rose at eleven p.m.—[Own Correspondent,]
