HOSPITAL AND CHARITABLE AID BOARD.

The regular meeting of the Hospital and Charitable Aid Board was held yesterday afternoon. Present:—Mr. C. Atkin (chairman), Messrs. Dignan, Lennox, Buckland, Swales, Kidd, Mays, Bollard, and Udy.

Reports.—The usual reports were received from the Hospital superintendent, the lady superintendent, and the house steward. Sanitation of tiik Hospital.^ — Mr. Bartlej' sent in plans and specifications for alterations, etc., of closets and urinals for the Hospital. He was authorised to call for tenders for the work according to the specifications. Nurses' Examination. —l)rs. l'hilsonand Bond examined four probationers on a writ ten paper and viva voce, anil all four passed very creditably. They are nurses Beetham, Burnside, Smith, and Isabel Stuart. The report, was signed by Dr. Collins, medical superintendent, 'lhe secretary said that Nurses Smith and Beetham had left the Hospital. House Committkf,.—This committee reported on the acceptance of tlio tenders of 11. Atkins and the D.I.C. for drapery ; that, the probationers G. M. Burnside and Isabel Stuart had been appointed assistant nurses from date of obtaining certificates; that Miss Melita .Tones was appointed probationer, without salary ; certain requisitions had been granted. The committee submitted a report of their proceedings when inspecting tho inmates of the Refuges prior to their removal to Epsom, and recommended the Bo ml to consider the question of a medical otlicer for the Costley Home. The report was adopted. The New tusks. — Mi<s Burnside and Miss Stewart pointed out that, their first year expired in April last, and they wished their second year to commence from that date. It was agreed that the consideration of the letters he deferred till next meeting.

Ri:fih;k Committkk Ricpokt.—The report of the committee of the whole Hoard, appointed to examine the inmates of the Kef aires prior to their removal to the Cost ley Home was submitted. Letters were received from a number of persons who desired to leave their aged relatives in the Home, paying for their maintenance, and report* on the various applications were received from the inspecting otlicer. Some of the applicants appeared before the Hoard. A resolution, moved by Mr. Kidd, "That Mrs. Ho ran should be allowed to remain in the Refuge oil condition that her expenses were paid by her relatives," led to a good deal of discussion. Her daughter, a married woman with a large family, said her mother was an imbecile, and she had no place to keep her, but was willing to pay. Mr. lvidd's motion was lost, four voting against it. and three for it. There was a similar application in regard to Mrs. l'arker, who was also imbecile, and Mr. Kidd moved a resolution similar to the last. In this case an order had been made that the sons of the woman should contribute to the support of the mother. The Chairman tinally ruled that the whole matter of these applications should stand over for a fortnight. Two other cases were also deferred. Three patients from the Hospital were recommended for admission, and the cases were reported on by Mr. Strathern. Two were blind and friendless, and the third was a case of paralysis. It was agreed that the three patients be admitted to the home, and a number of others were recommended by the committee. Several were admitted, others beinir dealt with by outside relief. Michael Ryan applied for admission. It was agreed that he be not admitted, but that he be relieved outside.

Costi.kv Homk. — John Moss, manager of the Cost-ley Home, reported as to certain defects in the water supply to the laundry. He said '• Archdeacon Maunsell with two ladies presented themselves here this morning ('J.'ird inst.) to undertake their usual religious service in the dining-room. I approached the Archdeacon and conveyed to him your instructions re weekday services ; also the advisability of personal conversation with the inmates. The view of yourself, sir, with that of your committee, did not, as may be imagined, meet with the Archdeacon's approval, he characterising it as arbitrary and tyrannous." The manager also reported that vermin had been brought into the building in old clothing, etc., notwithstanding fumi': it.on. He also asked that he might be a'" iwed to have his boy and girl in the Home. He also asked for temporary assistance, and recommended \V. Pearson, who had the necessary activity and willingness. It was agreed to grant the temporary assistance, also permission for Mr. Moss's children to reside with him and his wife. It was agreed that the old clothes and lockers be destroyed. In regard to the religious services, the Chairman said he was somewhat to blame, but it was now all arranged. On the question of tin l water supply, the Chairman moved that Mr. Holland be instructed to erect another cistern, and this was agreed to.

Medical Attendance at the Rf.fl'ce. —Mr. Kidd moved that applications be called for the services of a medical attendant at the Refuge. This was agreed to, applications to be returnable in a month. I'lf.iiKHY. —It was agreed that, tenders be called for a piggery, returnable in a month. Appeal of hie Blind.—Two men suffering from blindness, inmates of the Old Men's Refuge applied to be treated, one by Dr. Wilkins, the other by Dr. l'urchas. It was agreed to leave the applications in the hands of the chairman.

The Costley Fi nd. --Mr. Bollard cave notice to move at the next meeting, That with a view of considering the question of investment, and of expenditure of the Costley bequest, the following returns be laid on the table :—(«) The amount of the Costley bequest to the Hospital and Charitable Aid Board ; (/;) the amount of principal and interest expended up to the Hutli .June last, and for what purpose ; ('•) the amount of principal now invested, the manner of such investment , and the purposes to which tin; interest was now applied." Mr. Bollard was informed that the information was already in print, and could be seen by any member of the Board.

Mr. E. Harrow's Application for Relief. —In regard to this whimsical application, Mr. Strut horn, visiting otiicer, reported that he found that Air. Harrow was one of the wealthiest men in the Lake district. His freehold property was rated at £4IMO, a.id Air. Harrow refused £.">OOO cash for it a short time ago. He faiied to find any mortgage on the property. The report was received, and its consideration was deferred till next meeting. Owing to the lateness of the hour the other business on the order paper was postponed, and the meeting terminated at six o'clock.
