London, July 24. The debate on the second reading of the Bill ceding Heligoland to Germany was adjourned, the Speaker refusing to put the closure in force. Mr. Gladstone eulogised the agreement arrived at between England and Germany. . London, July 25. Mr. Gladstone's attitude on the Heligoland question is reported to have annoyed his followers, and to be destroying the opposition to the 'ill. The Bill sanctioning the Anglo-Ger-man agreement passed its second reading by 209 to Gl.
