MASSING OF TROOPS.

Buda-Pesth, April 18. THE Pester Lloyd protests against the continued massing of Russian troops on the Austrian frontier. This miserable policy of provocation unsettles the Balkan States, and endangers peace to an extent which it is impossible to endure much longer. St. Petersburg, April 13. The Russian Government will subsidise the Danubian Steamship Company on condition that their vessels are available as warships.
