VICTORIAN BUDGET.
Melbourne, August 12. The Budget debate drags slowly onward. The Opposition has not yet succeeded in completing arrangements with the country members in reference to the sliding scales, new duties on stock, granting bounties to farmers on the exportation of wheat, and readjusting other duties to which exception has been taken, but negotiations have not yet been abandoned as hopeless.
