The Auditor - Cleneral wrote again demanding }'.r> for auditing the books. The letter wan ordered to bo received. The clerk of the Piako County Council, wrote stilting that Mr. [fay having Riven an opinion that from a flaw in the Ace, the delegates had no power to make a special order and by-law for control of traction enpities, it would be necessary for the counties severally to make a by-law. The Chairman and Mr. Seddon thought that the traction engines were tor the benefit of the settler.i and it would bo better to leave matters as they were. Mr. Forrest expressed a similar opinion, as it would render the counties responsible for accidents occurring to bridges. The chairman explained that counsel's opinion was to the effect that Councils would not lie specially responsible unless they made a restriction an to the weight of engines. If they restricted the weight to a certain standard, Hay two totiH, then they would render themselves responsible for accidents happening in cases where the weight wan two tons or less. The general opinion wan that all that was needed was that a look-out man .should pro on ahead of the traction engines. It was resolved to leave the matter in abeyance. Lfc was resolved to support the North Auckland Hospital Hoard in its endeavour to wst Parliament to make provision from Native lands for hospital treatment of natives. The chairman stated the result of his and the clerk's interview with the Education Commissioners respecting the vesting of Lot 510, Hamilton Hast, in the Waikato County Council, as a reserve for secondary education purposes, in connection with the proposed model farm of agriculture to beestablished on the Peach Grove Reserve. A letter was then read from tlio Commissioners dated a week ago, stating that the Commissioners w-ere willing to grant a Icjwo for that special pur]x>so, the lands not to b« Hublet, and to be forfeited if the agricultural college be not erected within a certain time. The matter waa left over for thn present. The engineer was instructed in the absence of Mr. Johnson to inspect the state of Proctor's Road when next in that district. The following tenders for leading and for fencing the Pouch Grove reserve were treated with, Mr. Forrest protesting against further expenditure. Ho belioved that any expenditure would be sanctioned, provided it wore for the benefit of Hamilton. Mr. Seddon said it. wan not for the benefit of Hamilton, but of the county. Mr. Forrest moved " That no tender be received for fencing till a satisfactory tender for rent had been received, the only one at present being that of Mr. Honeybnn, £15 a-ycar, and a guarantee to keep down briars and gorse." Mr. Forrest's motion met with no seconder. Mr. Forrest said the fence proposed to be put up— posts to tho chain— was quite useless, and that was why they had received no better offer of rent.
