GERMANY AND SAMOA.
Received February 12,1.45 a.m. Washington, February 11. The United States Government insists on Germany holding its hand in Samoa pending the deliberations of the proposed Conference. Mr. Pendleton, the American Minister at Berlin, will preside over the Conference.
