[by telegraph.— γ-ress association.] Wkllingtox, Thursday. A proclamation* in the Gazette notifies that recruits for the Artillery and Torpedo Corps, with the exception of special artificers, engineers, electricians, tradesmen, or men who have served in H.M.'s naval, military, or colonial forces, shall be selected from tho members of tho Volunteer force who are under twenty-eight; years of age, and have at least one- year's efficient servico at tho time of making their application,
