ALARM IN RUSSIA. PROPOSED RUSSO - FRENCH ALLIANCE. Received November 24,1.30 a.m. St. Petersburg, November 23. Government circles in Russia are said to be excited at the attitude of Germany, and the large votes proposed for warlike purposes. There is a serious inclination to come to an understanding with France to repel aggression.
