NEW PARLIAMENTARY PROCEDURE.

[by telegraph.— CORRESPONDENT.] Wellington, Thursday. Parliament will be asked upon its assembling to alter its procedure, so as to allow morning sittings commencing at half-past ten a.m., rising at one for luncheon, anfl rising at half-past five p.m., the Speaker leaving the chair, unless on a motion that the liouse should resolve to sit at night. The Select Committees are to' sit in the evening. No member will be allowed to move the adjournment more than twice during any sitting. When tho- Speaker considers a question sufficiently discussed he is to be thorised to apply the cloture.
