Berlin, March 23. The Emperor has issued a proclamation, in which he states that it is expedient that Prince William should become acquainted with State affairs, and also that he should take immediate part therein; therefore certain matters should be entrusted to him in order that he might act as the Emperor's substitute should occasion require it.
On February 7 Prince William was present at a banquet in the "English House," a noted hostel in Berlin, given to the Provincial Diet of Brandenburg by the administrative chief of the province, Dr. Achenbach, under whom the Prince has learnt the details of local government. Replying to the toast of his health, the Prince, after referring to his intense devotion to the province, which was the cradle of his House, went on: "I know well that by the public at large, and especially abroad, I am credited with cherishing warlike ideas, and a thoughtless yearning after fame. But God preserve us from all such criminal levity. I repel all such insinuations with indignation. Nevertheless, gentlemen, I am a soldier, and all the men of Brandenburg are soldiers ; I know that. Therefore, let me conclude with the words that were uttered on the 6th inst. by our great Chancellor in the Reichstag, which on that day showed us the grand spectacle of the representatives of the people going closely hand in hand with the Government: ' We Brandenburgers only fear God, and nothing else in the world.' Such are the sentiments with which I raise my glass, and drink to the health of the province of Brandenburg."
