One of the most significant incidents evolved from the embroglio in Eastern Europe is the declaration of Roumanb that she will suiter no passage of foreign troops across her territory. That is, of course, a distinct defiance of Russia, and a declaration by the spirited border kingdom that to have been once made a tool of, and then ilung aside is sufficient. The aid formerly rendered by Roumania to Russia on the occasion of the latter s ad vance 011 Turkey wis as gratuitous as it was unworthy and Roumania bore the penalty in the loss of Bessarabia and the worthless substitute of the pestilential swamps of the Dobrudscha. But the objects of Russia are more patent to her now, and Roumania has taken an early opportunity of declaring that she purposes being neither an aider nor abetter in any further contemplated regulation of the affairs of Bulgaria by her great Northern neighbour. As there is no possible access to Bulgaria or Constantinople overland, except across Roumanian territory, or by forcing a way over Hungary, such a declaration is tantamount to throwing Roumania as a rampart in the way of Russian ■ advance. Such a daring announcement will not improbably have a considerable effect in modifying the immediate objects of the great Northern Power, and may possibly he found among the causes that will make for; peace, despite the mobilisation of armies and other movements that seem at times so ominous of coming struggle.
