LORD BRASSEY'S SPEECH.

London, January 29. The Times, in commenting on Lord Brassey's speech on colonial defences, states that His Lordship has learned a great deal during his recent visit to Australia. .The milder manner in which his criticisms on naval matters are worded shows that ho has studied the question of Australian defence, and it expresses the belief that his advice on this question will now be of great value.
