The Solicitor-General has given his opinion that payment of thirds can be made up by the Government to special settlements on account of works they may have carried out, or are carrying out, provided such associations appoint a secretary to receive the money, and to pay away the money for such purposes ; but in future all works must be carried out by County Councils or Road Boards. '
