Vienna, December 13. Thb semi-official journal Fremdenblatfc, in an article to-day, declares that the diplomatic relations between the Austrian and Russian Governments are excellent, but the military situation on the Galician frontier remains unchanged, and demands the utmost vigilance on the part of the authorities in order to prevent Austria being taken by surprise.
