NORTH OF AUCKLAND HOSPITAL AND CHARITABLE AID BOARD.

The annual meeting of this Board was held' in the county office, Whangarei, on Wednesday, December 7, at 3 p.m. Hokianga county was represented by Mr. Andrews ; Bay of Islands by Mr. Ward; Mangonui and Whangaroa, not represented ; Whangarei county, by Messrs. P. S. Brown, William Carter, and J. I. Wilson ; Hobson county, by Mr. Beart; and Otamatea county, by Messrs. Jackman and Snelling. Elkction of Chairman.—On the motion of Mr. Jackmao, seconded by Mr. Beart, it was resolved, "That Mr. J. 1. Wilson be chairman for the ensuing year." Before the minutes were read, the point was raised whether eaoh representative should present their credentials in writing before proceed ing with further business. The minutes ol previous meeting were confirmed as read bj the secretary (Mr. Mair). The following resolutions were disposed of as follows :— On the motion of Mr. Andrews : Resolved " That all claims against this Board, othe than those from county councils and mem bers of this Board, be deferred for con sideration pending funds being available fo payment of said claims, and legal advic being obtained as to their being just claim against this Board." This motion, no being seconded, was not put to the Board. On the motion of Mr. Snelling, secondei by Mr. Beart: Resolved, "That this Boari resolve itself into a committee to go into th financial position of the Board, and discus the accounts of the coanties before the Boar before entering into the question of lege advice." On the motion of Mr. Snelling, seconde by Mr. Beart: Resolved, .'.'That Mr. Robet Mair be appointed secretary and treasure to the Board, and that the salary be at th rate of £10 per annum, the engagemen being terminable by a notioe of one montl on either side, a bond for £100 to be enterei i into by Mr. Mair." I On the motion of Mr. Jackman, secondei |by Mr. Ward: Resolved, That the secre tary be instructed to procure the necesaar; books and stationery for carrying on th business of the Board." On the motion of Mr. Snelling, secondei by Mr. Beart: Resolved, "That the Coun oil's of the several counties be instructed to report to this Board whenever it shall b found, that the hospital and charitable ail dispensed by them has amounted to 50 pe centum of the amount of the rate levied oi them within every year, with a view to th due control of the expenditure by thi Board." On the motion of Mr. Beart, seconded b; Mr. Snelling: Resolved. That each Count; Council render to this Board, not later thai the 14th day of April in eaoh year, a state ment of receipt! and expenditure on behal of tbe Board for the year ending the 31s day of March." On the motion of Mr. Snelling, seconded by Mr. Beart: Resolved, " That the Coun oils of the several counties represented a this Board be forwarded copies of resolutioni of this Board to aid them in carrying on, ai agents of the Board, the receipts and dig pensation of hospital and charitable aid." On tbe motion of Mr. Snelling, seconder by Mr. Beart: Resolved, " That charitabh aid be dispensed in provisions, auoh as floor bread, and meat, and by orders for the same, and only in special oases in cash ; also, thai charitable aid be not given to able-bodied men." An amendment, proposed by Mr, Andrews, seconded by Mr. Jackman, "Thai the Councils who are authorised to distribute charitable aid be allowed to use fcheii own discretion as to the manner in which they act, it being taken for granted that the; will only render aid to indigent persons.' The amendment was lost on & division, the ! proposer and seconder only voting for it. | On the motion of Mr. Jackman, seconded by Mr. Beart: Resolved, "That the chairman communioate with the Auckland Hos pital authorities, informing them that this Board will not be responsible for any person admitted to tbe hospital without an order | from the chairman of this Board or one oi I the chairmen of the respective counties authorised by the Board for the purpose." Mr. Andrews moved, "That immediate application be made to the County Councils interested in this Board for the amount due by them, frith a view to enabling the secretary to make an early application to the Treasury for subsidies due and payable. Not seconded. Mr. Andrews here left sit> ting, being unwell. On the motion of Mr. Jackman, seconded by Mr. Beart: Resolved, " That the chairman apply without delay to Mr. Salmon, , treasurer of the late North of Auoklanc Charitable Aid Board, requesting him tc hand over all moneys and papers belonging to this Board." On the motion of Mr, Snelling, secondec by Mr. P. S. Brown: Resolved, "Thai application be made to the Government foi the subsidy duo to this Board under the Acts of 1885 and 1886, and that, in making the application, the Government be informed of the resolution of the 30th April, 1887, constituting the Councils of the sever* counties included in the North Aucklanc Board dispensers of oharitable aid for the Board under clauses 25 and 29 of the Amendment Act of 1886, under which resolution and clauses the contributors oi the several oountias to the Board funds are, and have been, in effect available for the Board from that date actually and effeotuallj administered by the counties, as agents foi the Board, in the same manner as though actually collected by and disbursed by the Board direct ; and that the claim has beer accordingly made for a subsidy equal it amount to the amount of the united con' tribntion of the several counties levied or the 30 April last." On the motion of Mr. Beart, seconded bj Mr. Jackman: Resolved, "That the ohair. man and treasurer be appointed by this Board to sign all cheques on account of this Board." On the motion of Mr. Snelling, seconded by Mr. Carter: Resolved, "That the hos pital and charitable aid accounts for each county should be kept in an identical form, which form should be prepared and furnished in first instance by the secretary, thereby securing uniformity And reads

Wilson: Resolved, "That the expenses of members of the Board be paid on receipt of vouchers for the same, accompanied with the proper declaration." On the motion of Mr. Snelling, seconded by Mr. Ward : Resolved, "That in the case of Mrs. Christie, mentioned in . Setter of lab November from Auckland Hospital, the hospital authorities be informed that the Board has reason to believe that her bus* band oan pay the hospital for her treat* ment there, and, as neither th« Board nor the Connty Council sanctioned her admission, the Board declines all liability for the cost of it." On the motion of Mr. Beart, seconded by Mr. Jaokman: Resolved, 41 That the secretary be instructed to write to the Government, asking if this Board is to provide natives with medical treatment in the hospital and to distribute charitable aid to them." On the motion of Mr. Beart, seoonded by Mr. Jaokman: Resolved, "That the chairman be authorised to pay the account presented by the secretary for books, stationery, twine, &o." On the motion of Mr. Beart, seoonded by Mr. Jackman: Resolved, "That, as no report of this meeting has been taken during the sitting of the Board, the secretary be instructed to forward to the Auckland Weekly News a report embodying the whole of the resolutions passed at this meeting." On the motion of Mr. P. S. Brown, seconded by Mr.Snelling : Resolved, "That the form of application for medical or other relief, be printed and be strictly adhered to in all cases, and that oopies of same be sent to each County Council." On the motion of Mr. Snelling, seconded by Mr. Beart: Resolved, "That this Botfrd endorses the opinion and action of the former Board in regard to each county becoming its own Hospital and Charitable Aid Board, aud that copies of this resolution and of that here referred to be forwarded to the present Premier and to each of the members for the electoral districts North of Auckland, with an urgent request that they will initiate legislation to give effect therero." On the motion of Mr. Beart, seconded by Mr. Jackman: Resolved, "That this Board has received with surprise from the Auckland Hospital and Charitable Aid Board an account for £205 t which appears to be charges for hospital treatment at a time previous to the formation of this Northern District Board, and when the counties were paying large annual sums for maintaining the same, This Board requests that the Auckland Board will furnish an account showing bow so large an account has been made out, and of which this Board has received no formal notice." On the motion of Mr. Jackman, seoonded by Mr. Brown : Resolved, " That the treasurer pay the accounts marked for payment as soon as funds are available." On the motion of Mr. Snelling, seconded by Mr. Ward : Resolved, "That the members of this Board representing the Whaugarei county be constituted a standing committee to receive and deal with reports and general current business between present date and the next meeting of the Board in April, 1888." On the motion of Mr. Brown, seconded by Mr. Ward: Resolved, "That this Board hold its next meeting on the fourth Wednesday in April, or at an earlier date if the chairman think necessary, at the count; office, Vyhangarei." This being all the business, the meeting separated, after passing votes of thanks to the secretary and to the chairman.
