THE AMERICAN BANKING CONCESSION.
The American Press continues to be exercised on this subject. The Now York Times gives the scheme a decidedly cold shoulder, and says there is no merit In the project of founding an American bauk, to facilitate business from which American merchants are debarred, and which will fall into the hands of Englishmen and Germans. The concession, although granted, was not perfected till September G> Chinese Ambassadors, accompanied by Count Mitkiowitz, the promoter of the scheme, and who has also secured concessions for railroads, telephones, and national banks in the Empire, arrived in Washington on September 5, to inquire carefully into the responsibility of the men who are said to bo behind the Count. Being satisfied that the Americans meant to do as they have agreed, and are not trying to launch a wildcat speculation at the expense of the Chinese, the Minister at Washington ratified the concession, and the contract is completed. The surprise expressed is that Mitkiewitz has in this succeeded with the Pekin Government, where bo many oapi» talista have failed.
