THE IRISH CRIMES BILL.

[BEUTKB'S TELEGRAM.]

London', March 21. In the House of Commons this afternoon, Mr. A. J. Balfour, Secretary of State for Ireland, gave notice that tomorrow he would introduce the Crimes Bill, and should move that it take precedence. Mr. John Morley gave notice that he should oppose the precedence motion.

London, March 22

In the House of Commons last night, Mr. Morley moved that no facilities be given for greater stringency of the law in Ireland without security against the present excessive rents. It is probable that the debate on the motion will last for a week.
