{better's telegram.] London, February 3. There is a feeling in Germany that unless General Boulanger ceases massing troops on the frontier Prince Bismarck will promptly mobilise the forces of the Empire, and demand the disarmament of France.

The attack made by the German Press on General Boulanger has had the effect of increasing his popularity. A Royal intrigue to compel his retirement failed.

The French Ambassador had an interview with Prince Bismarck yesterdav, and endeavoured to reassure the Chancellor concerning the position and intentions of General Boulanger, the French Minister of War.
