Vienna, February 1. The Ausfcro-Hungarian delegations have been hastily summoned, for the purpose of providing for the calling out of the Landsturm, should such a necessity arise. • In the Hungarian Diet last night, M. Tiza, the Premier, stated that he still hoped peace would be preserved. The warlike preparations, he stated, were simply precautionary. In the Austrian Council yesterday Count Kalnokv, Minister of Foreign Affairs, stated that the relations between Austria and Russia were assuming a favourable character. London, February 1.
Increased tension is being manifested in the relations between France and Germany.

Panics have occurred on the bourses at Berlin, Vienna, and Paris, these being caused partly by political bub chiefly financial causes. The proposal to ask the Delegation to vote 30,000,000 florins has created a panic in Vienna. Prince Bismarck is increasing the German army in spite of the refusal of the Reichstag to pass the Army Bill.
