Blowitz, the " Paris correspondent of the Times, writing to his paper with reference to the alliance between Germany and Russia, states positively that Germany is engaged not to' intervene in the event' of an Austro-Russian conflict, and that Russia ii. similarly '** engaged not to take > part . in any Franco-German conflict. In conse- „ quencte of this" ' alliance M.*; Blowitz writes that it is expected Bulgaria will have to submit to Russian administration. ■ , i <j- at 'f':,J' Apropos of l;he above important announce- . ment it is interesting to recall the reference made to Germany by Count Kalnoky.in his recent great iipeeoh, which attracted eo much attention throughout Europe. . Referring to Germany, Count Kalnoky spoke with a freedom which 4ias become somewhat' on* ugtf&l of late years; and he asserted.the position of Austria-Hungary with befitting dignity, by remarking that the ■ alliance between the two Empires was as needful ,to the one as to the other. " Germany," he continued, has interests which are not ours, and we have interests which are not hers., fiat on one main point of 'policy, both Empires are agreed, and» this is that e»oh shall support the other in maintaining it® position as a strong first class Power. We cannot imagine a combination of circumstances in Europe whiah would . allow Germany to hold her present position unless she had Austria-Bnngary by her side; and we, for our parts, must desire that Ger many shall continue to , stand by na a ■strong as she is now." <% ,
