[by telegraph.— press ASSOCIATION.] Blenheim, Friday. The Hon. Mr. Ballance was banqueted tonight. In the course of a lengthy speeoh, in reply to the toast of his health, the Minister said the Government were firm in their intention to bring in a Bill in the first days of next session for the redistribution of seats, hinting that it would be framed on the basis of population. ' It was also his intention to introduce a Bill for the resumption of private estates. It would pro bably provide that where a number of people formed an association to purchase a block of land, and paid down one-fourth of the money, the Government might contribute the balance of three-fourths at 5 per cent, interest, the land to be taken at- the property-tax valuation, plus 10 per oent. The Minister afterwards left for Havelook, where he will be presented with an address of welcome. To-morrow he will resume his journey overland to Nelson through the Rai Valley.
