ENGLAND AND ZOLULAND.
(reuter's telegram.] London, November 3. Mr. Edward Stanhope has made a statement to the effect that Sir Arthur Hancock, Governor of Natal, has effected an agreement with the Boers, whereby England shall establish a protectorate over Eastern Zululand, which shall be reserved to the Zulus, and the Boers shall retain Western Zuluiand.
