THE PROPOSED POOR PEOPLE'S REFUGE.
The Ven. Archdeacon Dudley and the Revs. William Bentley and Edward Phillips, Anglican ministers, addressed the Hospital and Charitable Aid Board by letter yesterday, offering suggestions as to the management and government of the poor people's refuge about to be erected. They were: (1) That an effort be made to reduce the number of persons depending on public charity by finding light employment for such as are able to undertake it. (2) That systematic light employment in light manual labour within the home (such as sewing, basket making, 4c.) be given to suah of the inmates as are capable of it. (3) That a library for the refuge be established. (4) That the inmates be classified according to health, and that a sick ward with sufficient medical attendants and comforts and proper nursing be prorided, (5) That a room be set apart for divine service, and for the private devotione of the inmates. (6) That in the appointment of master and matron, persons be selected whose characters are as far as possible a guarantee at once for the impartial maintenance of due discipline and order in the Home, and for kindness and attention to the inmates. (7) That such a thorough system of strict supervision of the Refuge be establisned as may render impossible or incredible an accumulation of grave oharges similar to those recently made against the master of the lower refnge. The members of the Board present were apparently somewhat puzzled how to reply to this document. There were many suggestions and no means by which to give efieot to them, and the Mayor moved that the letter be received and laid on the table, but aa some of the members thought this would hardly be courteous to the rev. gentlemen who addressed the Board, the Mayor allowed an amendment, acknowledging the receipt of the letter, and intimating that the suggestions would receive consideration.
