NEWMARKET BOROUGH COUNCIL.

SPECIAL MEETING. A special meeting of the Newmarket Borough Council was held yesterday afternoon at the offices, Newmarket, for the purpose of confirming the borough by-laws. Present: His Worship the Mayor (Mr. W. J. Suiter), Messrs. Mason, Morgan, Taite, Whisker, Clayton, Edgsrley, Kent, and Bishop. The Mayor moved, "That the by-laws be passed." This motion was seconded by Mr. Taite. Mr. Whisker moved, "That clause No. 40 be expunged from the by-laws." The Mayor refused to put the motion to the meeting, it being out of order. Mr. Whisker then moved, " That the consideration of the by-laws be deferred." This was seconded by Mr. Morgan. Mr. Clayton contended that the word "occupier " should be erased from clause 77, and asked for the produotion of the newspapers containing the advertisements respecting the meeting for the confirming of the by-laws, failing this he would object to the passing of the by-laws. Some dircussinn took place, and eventually the original motion was carried. ORDINARY MEETING. The ordinary meeting of the Council was then held. Co&rkspondence.—Letter from Mr. F. J. Moss, M.H.R., intimating that the Reserve Amendment Bill had been read,a first time, and was now before the Local Bills Committee. Mr. Moss reported that no further progress could be made with the Bill until some arrangement were made with the Railway Department. It was resolved, "That the letter be received, and copies of plans, etc., be forwarded." From Mr. G. A. Schocb, asking that the Council would use their influence to forward the work of silk-raising, the writer having received instructions from the Minister of Lands to introduce silk-culture in the provincial district of Auckland : Letter received. From Mr. Knox, borough engineer, reporting that the repairing of the cesspit opposite Mr. Armitage's could not ho effected at the figure mentioned by the Council — that a new cesspit would be required : Resolved that the engineer be instructed to effect temporary repairs. From Mr. F. J. Vor» Sturmer, enclosing a copy of. a petition to Parliament from the Neiy Zealand Railway Reform League, which he requested might be signed by the chairman of the Council, and forwarded to Wellington for presentation to Parliament: Received. Reports.—The Streets Committee suggested that nine gas lamps be er.«oted at points mentioned in their report to the Counoil. 'I he Mayor said that t'jo erection of nine lamps would cost £36., while the annual cost of keeping the larrups in repair would amount to £70. After some discussion the report of the Streets Committee was adopt, d, one additional la»/ip being authorised, while three are to bo removed from their present positions. Park Road East.— was resolved, "That the borough solicitor's opinion bo taken as to whether Park Road East is situated within PArnell Borough or Vhe borough of Newmarket." FiRfBRLL.—Its was agreed that the existing firebell be dispensed with, as being unsatisfactory, and that the bell tO/Wer be raised, and A new bell be obtained.
