A letter is published from His Grace the Duke of Bedford in which he states his intention to secede from the Liberal party if Mr. Gladstone yields to the demands put forward by Mr. Parnell and the Irish party. M. DE FREYCINET'S POLICY. Paris, January 17. M. de Freycinet, the new Premier, made his first Ministerial statement in the Chamber of Deputies yesterday. In the course of his speech he hinted at the disestablishment of churches in France, and urged the necessity for rigorous economy in all branches of the public service. M. de Freycinet further stated that his Government would commence no colonial adventures.

THE DUTY ON AUSTRALIAN WINES. London, January 17. The Royal Colonial Institute. is urging the Government to reduce the import duty on Australian wines.
