THE ANTI-PROCESSION BY-LAW AT NAPIER.
Iky TKLKGBAPU. — PRK3S association. 1 Napikk, Friday. At the R.M. Court to-day the magistrate gave hiu decision in the Salvation Army prosecutions. lie dismissed the cases on the ground that the by-law was null and void owing to the public inconvenience it would cause through applications for permission to form processions having to be made to the Council. He considered such applications ought to bo made 10 the Mayor, as the Council met only once a fortnight, and he instanced the inconvenience it would bo if a travelling circus, desiring tohavea procession, were compelled to wait a fortnighs. lie suggested an amendment of the by-law in the direction pointed out, and advised an appeal against his decision.
