HARBOUR BOARD.

A meeting of the-Harbour Board was held yesterday. Present:—Messrs. G. W. Owen (Chairman), Messrs. Devore, Waddel, Goldie, Henderson, Winks, Reid, Mays, Captain Mc&enaie, Messrs. Maokeohnie and Clark. ; Lyttelton, Harbour.—A tetter was received from the . Marine Department, containing a notice to mariners, a|» to dredging operations being oarried on outside Lyttelton harbour, •' „ f Frozsn Meat Company.— following letter from Messrs. Whitaker and Russell was read:—"The directors of the Frozen Meat and Storage Company have instructed us to reply to yours of the 29th April. In doing so we beg to call the Board's attention to the clause in the lease from the Board in which* the Board undertook, within twelve months, to provide necessary wharf snd shed accommodation on the portion of the lands In the lease marked B. Now, as there is neither wharf nor shed accommodation of any kind at the place indicated, the New Zealand Frozen Meat and Storage Company are unable to understand (the concluding remark of your letter, before referred to, in which it is statad that the Board does not consider the providing of any further wharf or shed accommodation at the position marked B on plan necessary at present. Will the Board inform us specifically whether or not it ■ intends to provide any wharf and shed accommodation at the place shown on the said plan, and marked B.—Yours faithfully, Whitaker and Russell."—lt was agreed to refer writers to the previous letter of the Board, in which it was stated that the Board did not' think it necessary to provide further wharf and shed accommodation at present, but the Board were taking steps to have sufficient deep water accommodation when required. Dredger.—Mr. John Darling, Glasgow, wrote to the Board, stating that the dredger was making fair progress, and no hitch whatever had arisen in connection with the work.

Pilotage.—Captain J. Christian applied for a refund of £3 10s 9d inward pilotage paid on acoount of Maria Virginia. Mo pilot was employed, and both captain and mate of the vessel held old exemption certificates. Referred to Works and Tariff Committee.

' Dock.—lt was agreed that boring operations at the Calliope Dock for fresh water be continued. ' r

Finance Committee.— Finance' Committee reported as follows JRecommended for payment : Loan account, W. and G. Winstone, Hobson-street Wharf. £934 ; G. Leahy, £13 18s 6d : £1007 18s 6d. Hobson-street Wharf: An account for extras on Hobson-street Wharf ''.'contract''having been considered by ' the 'committee, it was resolved, "That this committee recommend that the ' consideration of Messrs. W. and G. ' Winstone's account for extras on Hobson-street Wharf contract be deferred, the account to be submitted to the Engineer to'furnish estimate of quantity of stone moved, as per item, and to ' give a fair price for loading such stone at per yard ; also to estimate quantity of material lost as Stated in - item 3 during the time the works were directly or indirectly delayed by the Board, and that Messrs. W. and G. Winstone be requested to furnish full details of items 3. and 5 of their account." Dock dues on Mathilde :. The committee cannot recommend any allowance on the account rendered.' Asphalting on Wharf : That £300 be offered to Mr. Knight (without prejudice) ,ih'full payment of all claims on account of contract for asphalting portion of Queen-strietf.AiYharf, and that Mr, Knight be relieved of all further coat of maintenance of such asphalting.—The' report was adopted. • " ' Life Buoy, StoKBS 1 Complaints having been made of the removal of the life buoy at Stokes* ; Point wharf, it was agreed to offer a reward of £5 for conviction of the offender. ■ \''' <s :

Sailors' Home Reserve.—lt was agreed, on the motion of Mr. Reid, " That the question of the Sailors' Home Reserve and its relationship to the Costley legaoies be referred to the Finance and Legal Committee to report upon." Mr. McDonald.—The Chairman moved, " That in consideration of Mr. McDonald's thirteen years' services as Engineer to the Board one quarter's salary be paid to him on his retirement, in addition to his salary for the current month."Captain McKenzie seconded the motion. -Mr. Goldie opposed it.—Mr. Clark asked the Chairman if the proposal was a legal one ?—The Chairman replied that he did not know.—Captain McKenzie said the Board often did illegal things.—Mr. Clark thought Mr. McDonald had, during his thirteen years of service reoeived more perhaps than his services were worth, and referred to an instance of the late Engineer's shortcoming.—The motion was put and lost on the voices. Increased Length of Dock!— Mr. Errington's letter recommending an increase of the length of Calliope Dock was again read. Mr. Waddel said he learned from the Dock Engineer that the whole cost of the dook, with the increased length of 100 feet, would be £120,000.Mr. Clark said he would like an estimate of the cost of the proposed extension. His feelings were in favour of the big dook if the expense was not materially increased. He would like to have further information.—Mr. Waddel said that the Calliope Dock would have a greater depth of water on the sill, but it would not if constructed according to present plans be so long as the Fitzroy Dock, Sydney.—Mr. Mays suggested that the estimate procured should be independent of the present schedule of prices.— was agreed on the motion-of Mr. Clark, seconded by Mi'. Goldie, "That there be prepared a detailed estimate of the extra cost of machinery required, and a separate estimate of lengthening the dock now, and lengthening the dock after completion," .? 7
