THE RECIDIVISTS BILL.
[beuter's cablegram?.] Paris, October 27. The Senate modified the Recidivists Sill, so as to leave the Government a, choice of settlements to which criminals shall be transported. London, October 27. The Times to day approves of the action of the Senate as regards the Recidiviste .Bill, and expresses 3 hope that the Government will see its way to exempt New Caledonia from the list of places to which criminals shall continue to be sent. Lspecial to press association.] London, October 27. It is considered that the passage of the Eecidiviste Bill through the French Senate appears inevitable.
