[BY TBLEORAPH.—PRESS ASSOCIATION.] Napier, Sunday. Mr. Sctttos addressed his .constituents last' night., He atrongly condemned'. the leasing proposals: of the Government, and; the appointment of Mr.,Mitchelson; also the failure of the Local Government Bills, and intimated that ha had informed Ministers that bewould probably not be a supporter of theirs next session. He.looked to the next general election to return men capable of forming :a strong Ministry.
