CITY COUNCIL.

The ordinary weekly meeting of the Council was held yesterday evening. Pre-out :— His \\ orship the Mayor (presiding). Messrs. Thompson, Philfipps, Stevenson. Grey complained of the state of llussell-street, Ponsonhv-road, opposite All >aints' Church.—On the motion of Mr. Boardnian the complaint was referred to the Surveyor and Sanitary Inspector. Point Cuiv.M.in:.—A "letter was received from the Colonial Secretary's Oilice, stating that the application of the Council for la ml in this place had been referred to the Crowu Lands Department. Rioiit ok Way.—The conveyance of a right of way from Grey-street to hack of allotment of Messrs. Larkins and McMillan wa-< referred to the .Streets Committee. Wvnyard-stp.ekt.—A letter was received from Mr. E. Smith, on behalf of Mrs. Williams, relating to a claim of right-of-way it the Grammar School.—Referred to the Legal Committee. — Mr. Wa.ldel said there was no power in the Council to grant such, a right. It was only l>v an arrangement, fcr the benefit of the public, between the Council and the Grammar School Governors that the Council had any right there at all. — Mr. Aickin said the Council itself had only a right-of-way. —Referred to the Legal Com- I mittee. Chanckky and Willi *m-stkkkts. — A letter was received from P. E. Fitzgerald, offering to sell his land fronting the above streets at .£I2OO, or to exchange a portion.— The Mayor said the price was altogether excssivo. The matter might bo attended to with a view to the widening of Chancerystreet.— Referred to Streets Committee. Nioiit-Soil Contract.-—A letter was read from ,T. Lawrence complaining of the nightsoil being spread on land near 1 \oint Chevalier, stating that the smell affected the air for miles around, contaminating, as he believed, the water of the Western Springs.— Letter received.—Mr. Aickin said it was npen to complainant to obtain an information ".gainst the perpetrators of the nuisance. Compensation.—A letter was received from J. A. Tole calling attention to his claim for compensation in respect to his property in Upper Queen-street.—Letter received. Coombes' Road.—The Chairman said that Mr. Coombes had paid the deposit, but requested to bo heard. Mr. Coombes thought it hard to be obliged to lie out of his money i£180) for an indefinite period. The road ivould not he required for the next eighteen nonths. This was really all he had to coinilain of. He asked therefore that his money should be refunded, and sureties accepted, rhe names were those of thoroughly good lieu. lie was quite willing, if required, to ave a security over the property for the iroount.—The Town Clerk said that could lothe accepted.—Mr. Fleming suggested that nterest to the extent allowed by the bank on ixed deposit might be allowed. [No notice >f motion was, however, given upon the subject.] New Provincial Hotkl.—A letter was •eceived from Mr. J. \. Tole, on behalf of Patrick Gieeson, asking permit to build mder the foundation clause of the old reguations. His first contractor was to have juilt under the old regulations, but the new 'emulations came into force before the new :ontractor took the work. The building iroposed, it was stated, did not come under :lause 27 to provide in certain cases for oundations of extra strength—such as those >f warehouses, public buildings, &c., &c.— it was resoived to refer the matter to the Surveyor to deal with it. On the notion of Mr. Thompson, seconded by Mr. \ickin, it was proposed that publiclouses not having assembly rooms within ;hem should he classed as dwelling-houses, in lccordance with the building regulations of ISS'2.—Mr. Masefield thought this motion ;oo sweeping. He considered the matter should be deferred. He saw a large number )f serious points in connection with it. He noved as an amendment. " That the matter jc referred to the Legal Committee."—This unendment was carried. The Arcade. — Mr. Goodson asked permission to place lamps outside his window, [t was stated that what was asked was contrary to the by-law.—The Surveyor said such lamps were unsightly in the day, but they were useful at night. They used iormcrly to be allowed. They caused no abstraction if placed sufficiently high above people's heads.—Mr. Burns moved that the application be refused.—Mr. Harper moved in amendment that the request be granted. — Mr. Burns withdrew his motion, and it .vns ultimately agreed to refer the subject to :lio Streets Committee. Saucoou's WakkhocsK.—Messrs. Xever md Lowe sent in the plans of this new buildup in Victoria-street for approval.—Approved. Petition. — \ petition was read from H. Sheldon asking whether it was the intention of the Council to extend a lane between Napier-street and Union-street, praying also that such exten . a be made.—Keceived. Streets Co.mmittek.—The committee re:ommended as follows 1. The work in i'aget-street to be deferred until the formation of Picton-street. 2. The Surveyor to bo instructed to have the Kanuigahape-road watered as often as required. I). The trough it Britoniart Hotel to remain until the city troughs should be erected. Coo K-STiiKi- T (Tenders). —Tenders were jpened for this work: E. Byrne, £'21S: E. Smith, £20!) 153; A. Archibald, I'lP.'i !>s. —The estimate of the Surveyor was £175. — I'hc lowest tender was accepted. Estimate*.—The Surveyor brought up the following estimates for work in Franklin Koad:—.£l9So for Ireland-street, and Middlestreet £■*•.!!). Puintin'i'..—lt was resolved that tenders be invited for printing for the ensuing year. Water Scpi'l.y Extension. —A memorandum was read from the Waterworks Engineer (Mr. Errington), enclosing estimates for enlarging the water supply by the following methods:—"To build up on the present reservoir at Ky'oer Pass, making it 10 feet higher than at present, so as to contain 1,250,000 gallons (double its present capacity), £2030. To construct a new reservoir, joining the present one, to contain 2,250,000 gallons, part excavation, lined with cement and concrete, and covered with concrete archcs, £4515. To build au elevated reservoir to contain ISO,OOO gallons at an elevation of 50 feet, £3075. To make a permanent summit reservoir at Mount Eden, to contain 12,000,000 gallons, at an elevation of 200 feet above iiyber Pass, giving Karangahape, Graftsn, and PoHsonby the same advantages of pressure for the extinction of fire as Queen-
