PARNELL BOROUGH COUNCIL.
The ordinary fortnightly meeting of the Council.". was held yesterday evening, His Worship the Mayor (Mr. B. Walker) presiding. 'Present ' Messrs. Herbert, Barber, Mullins, Davis, Hood, PoHardj and Winks.—The minutes of the pre ' ceding meeting were'read and confirmed, : ' : S,eccombe]s WatebSdhplt.—The Secretary ' read the ! minutes of the , meeting of the com- ' tnittee appointed to instruct Mr. E. K, Tyler in ' respect of drawing up an'agreement'yrith Mr." Seccombe for a water supply for the borough ; also, the opinion of counsel that no aSreeineni could be made with Mr. Seccombe for a longer. period than three years.—The'Mayor moved the suspension .of .the .standing orders, iu order that this subject might be] considered forthwith.— Agreed to!— His Worship saiA: The Council will perceive that' an unexpected difficulty has arisen in regard to continuing any negotiation ' with Mr. Seccombe.for.a water supply from hie spring.' As stated, the difficulty relates to the term.for which we would be enabled tbcontract. According "to the statement ; of eounsel" that ; agreement must be ,limited to three years.- ; That is the period fer which we colild take water supply fiom 1 private 1 sources. ." That : period is also mentioned of the clauses'pf the Municipal Gorporatioiis' This will : oblige the Borough Council" id'reconsider .the" proposal. Of course , in entering upon posal at all we'were, acting in; accordance with, whar we believed waii'.conducive, to,the best ; inceresta of the borough. ' The committee hadicome to the conclusion that under the" unex-; - pected circumstances which had arisen it was not desirable that -■ the ' borough should proceed further in negotiating for a ■water eupply from that' source.. I may also state -■' that ; the Council is perfectly free'tis suspend any negotiation upon which they" have entered with Mr. Seccpnibe, and to make any other . proposal that may be considered advantageous to the borough. I shall therefore more, "Tljat : the solicitor acting, for, the borough, h&vitig M coramuuioated . to., this that the contemplated supply , from Seccombe'a spriiig cannot be legally'"made' for a' longer period _ than three' years,, this', Oouncil determine to suspend any further negotiation for water supply from that source."—Mr. J". Winks seconded the motion, which7was ' carried unanimonsly. ' : : ; ,• Wateb FROM ; Crrr.—Mr. "Herbert: In view of what has been stated, I shall move " That a committee be appointed to ascertain at what rate per 1000 gallons the Auckland Corporation will-supply the Parneli Borough with water."—Mr. Pollard : I beg to second the motion. ' ".■."''. ~ : . :V Wobks.—The Foreman of Works reported certain repairs to the Mauukau-road; also that ; he had altered the course of the water in Knt- I land-street, as ordered,by the.Council; also the repairs to footways.—Mr. Winks :It is rough, scoria that is being put down. There should bo '■' fine scoria used. . . : . . • NDISAKCK3.—The Inspector reported'that the slaughter-houses were passably clean; but one butcher (Mr. Hallett) stUl carried en boiling." down on his licensed premises, and had. not removed his pigs, as required. : There we're 233 dogs registered in the district. Certain hawkers bad refused to take out a license.— Several' members of Council asked whether Mr. Hallett was made aware of the responsibility heificurred under the Public Health Act ?. Licensing Act.—A bill : of 'ohargesmade upon tho borough for the advertisements, notifications, polling, uuder this Act; was read^". amounting to £18 18s, and two guineas for the ' fee of clerk to the commissioners.—Mr. Davis s Ami that is but an instalment. The Council is still liable for certain things'necessary to be done in February last. ' These charges, I snp-' : pose, must be paid. Scoria Contract.—The contract of SIr.B. ' Macdouald was accepted, subject to hie supply- ' ing " fine" and " coarse" scoria in the proportions required by tbe Foreman of Roads. ■
Geseral Rate.—On the motion of the Mayor, seconded by Mr.: Barber, a general rate of Is in the £ on the annual value of rateable property within the borough; was struck. ' McLelland's Oostrat.— The Council agreed to release the contractor on condition of hia performance of it for.three months from date.
Names op Stbeets.—Mr. Pollard moved, " That this subject be recommitted *t the nex6 meeting of Couucil."—Agreed'tb.. • Gas LAMP3.—On the motion of Mr. Winks, seconded by Mr. Davis, it was agreed, "That upon the inhabitants of any part of the borough defraying the cost of lamppost's and lanterns, the cost of lighting shall be paid by the Council, th>) Council to decide.the number and position of such lamps." ■'. ;;'
