PARNELL BOROUGH COUNCIL.
The fortnightly meeting of the Council was held yesterday evening. Present : His Worship the Mayor (Mr. J. F. Clarke), in the chair ; Measre. Walker, Mullins, WmKs, McKenzie, Barber, Davis, Meddins. The minutes of last meeting were read and confirmed. Copies of letters forwarded since last meeting of the Council were also submitted. Brighton-.—Robert Adlingtoa wrote, intimating his intention to put up fences in Brown-street, and in Grey street, Brighton, and asked the Council to form the footpaths and provide an outlet for the drainage from seven cottages which he was about to build.—Referred to the Streets Committee. St. Stephen's Ave.vck.—Mr. Frater applied for permission to construct a right-of-way through his leasehold property. St. Stephen's Avenue.—Mr. Walker, the Mayor elect, explained the position and object of the right-of-way.—There was no objection, and the permission was granted. Barsabas Point.—A letter from the secretary of the Harbour Board acknowledged receipt of letter re cliil at Barnabas Point, informing the Council that the letter had been submitted to the Board, and referred to the Works Committee. A Pekmit.—Mr. J. Mullally wrote asking permission to cross the footpath, corner of Windsor-street and Manukau-road, for the removal of earth from an allotment. He undertook to make good any damage, and forwarded £1 deposit.—Granted. New Mator.—A letter was received from the Colonial Secretary's ofiice, acknowledging the receipt of a notification of the election of Mr. R. Walker as Mayor of the \ borough.—Letter received. ] IssPECTiJi: of Ncisanxts.—Mr. Joseph j Lowndes forwarded his resignation of the appointment of Inspector ot Nuisances. Accepted. Applications for the situation were received from E. Furber, Thomas Sargent, John Baker, William G'reer, Robert Lavers, A. J. Haughton, Robert Strong, and Thomas Hill. The Council in committee selected three whom the Town Clerk was instructed to invite to a meeting of the Council on WcJuesilay next at 11.30 a.m. Dog Coli.ahs. —G. T. Cooper sent in an offer to supply the Council with dog-collars of the same pattern as samples, for los a dozen. The samples forwarded were greatly superior in regard to the plates, especially to those of last year, the plates being sheet brass instead of white metal.—lt was agreed to order 100 collars at prices the same as paid by the city, and not to exceed 13s per dozen. ScAliaoP.ouiiil Tkurace.— MV. .Toiui Gilbert wrote iu regard to the proposed drainage through Mr. Walters' property. Mr. Hill also wrote again on the subject of the drainage, requesting that the nuisance be abated without delay. He complained bitterly of the delay which had tsken place in providing for this drainage.—lt was agreed to serve notice on the property holders to drain into the drain made by the Council iu accordance with clause 221 of the Municipal Corporations Act. EscnoACHiNo Fences.—Mr. Barton Ireland wrote stating that none of his fences in Conquest Place encroached on the roadways. He would be happy to meet the Foreman of Works or Streets Committee that they might point out to him any encroachment.—lt was agreed to instruct the Foreman of Works to meet Mr. Ireland. Black kttV Estate.—A letter was received from Messrs. Hesketh .-.ml Richmond, solicitors to the Council, in regard to the roads to belaid oil' through Mr. lilackett's estate by the new owner, Mr. Comiskey, stating they had no evidence of the laying off of those roads according to the deed. — The Mayor said Mr. Comfskey was selling the property u'.pidly, and the people building must have a right of way or roads.—The matter was discussed at considerable length, and Mr. Walker moved that the Mayor further consult Messrs. Hesketh and Richmond, and to take the necessary steps to compel Mr. Comiskey to comply with tbe requirements of the Act.—Tins was agreed to. St. Stki-iiknV School Estate.—Mr. W. S. Cochrane, secretary of the Diocesan General Trust Board, wrote, informing the Council in reply to a letter sent, that the roads referred to, over which riphis of way exist, were granted in 1573. This was in reply to a letter requiring the Trust to make the roads. It was agreed that the Mayor should see ilr. Cochrane on the subject, and, if necessary, consult the Council's solicitor. Streets Committee.—The Mayor made a verbal statement on behalf of the Streets Committee. —The report was adopted. Dog Tax.—The Mayor drew attention to the power given by the Dog Registration Act Amendment to the Council or lo'.vil body to have the dog tax any sum not exceeding 10s, and not less than os. It was agreed that the license for the ensuing year be 10s.
