TO THE EDITOR. Sir,—This morning, about 9 o'clock, I heard a warm discussion going on in lie street in front of my house, and from the tone of the male voices I concluded it was a section of Garrard's unemployed. But this is what I saw :—A cart drawn by a sleepylookiug animal, two men with shovels, upon ■which they were resting; one man with a fork very leisurely pitching into the cart some grass and rubbish which had been taken out of the gutter a day or two before ; the fourth man, with his hands resting on his hips, contemplating the labours of the other three worthies. I came to the conclusion that this was not contract work, but day labour, paid for by the City Council. About ten minutes afterward I looked down the street and saw the same martyrs similarly engaged. ---I am, &c, A Ratepayer.
