i Electoral- ; ' A UCKLAND HARBOUR BOARD. ELECTION OF MEMBERS. Harbour Board Office, Auckland, January 27, ISSI. The following Regulations for Election of Members of Harbour Boards are published for general information, viz. :— ' ■ v . REGULATIONS; 1. Wlienever it is necessary to elect a member of a Harbour Board constituted under the Harbours A ct, IS7B, by a local governing body, or by any other body or association having power to do so, such election shall be held at a meeting of the local governing body, or other body or association (hereinafter called tho : " electing : body"), of which notice shall have been given in the same manner as notices of the meetings of such electing body are usually given, and in such notice the object of the .meeting shall be stated. ;. For the purposes of these regulations the expres- ■ , .' sion "local governing body" shall have the like meaning as assigned to such expression in the. ': ~, Harbours Act, IS7B . ...... i 2. On the day 'fixed by law to hold the election, and. at the'meeting of tho electing body, the names of the candidates being stated by the chairman, each candi-. date shall'be proposed by one member and seconded by another member of the electing body on the day fixed; by law to hold the election. The chairman at any such meeting of the electing body may be any person who would be entitled or might be appointed to act as chairman at the ordinary meetings of such body. . - ■ i 3. After tho candidates for election have been proposed and seconded, the chairman of the meeting shall call for votes by a show of hands for each candidate in > rder of proposal. .. ■ .•: " < 4. The candidate getting the largest number of votes shall be elected. • ' 5. In the case of there being an equality of votes, the chairman of the meeting shall .have a casting vote. Such chairman shall have a casting vote, but not a deliberative vote. ! G. Where members of a Harbour Board arc required to bo elected by the payers of dues and the owners of ships, a meeting of the said electors shall be held at the Harbour Board office on tho day fixed by law, at a time to be fixed, and which shall be publicly notified under the hand of the Chairman of the Harbour. Board, and at such meeting the-members shall be elected by show of hands in like manner as hereinbefore provided for the election of members of Harbour Boards by local governing bodies. . If there be any vacancy in the office of chairman, then such meeting may be called by the secretary or clerk of the Board, or other officer discharging the , duties of such secretary. ;7. -A ny such meeting shall have power to elect its own chairman, and he shall have a casting but not a deliberative vote, and shall decide all questions of .qualification as to vote by causing the claimant then and there to produce receipts in his favour for tho dues required to be paid by him to qualify him to be an elector, or a certificate of ownership or other sufficient document from the Registrar of Shipping or other proper officer, as the case may require;S: The decision of the chairman of any meetin;, whether as to any election of a member of the Board or as to the proof of any qualification as aforesaid, sliall be final and conclusive on all parties. Notice is hereby given that, in terms of the above regulations, a Meeting of the Electors of the Auckland Harbour Board will be held at the offices of tho Auckland Harbour Board, Fort-street, at noon on MONDAY, the 14th day of February, ISSI, for the purpose of Electing three Members.
