The most prominent agitators were present, and addressed the meeting. Mr. Parnell made a speech on the occasion, and spoke bitterly against the action of the present Government, accusing it of having conspired against the rights of the people of Ireland. President Hayes lias addressed a message to Congress, in which he recommends that the national debt of tin; United States should be refunded into 3 or ih per cent, bonds, in place of those now bearing interest at from 4 to 6 per cent.
