Lord John Poyntz Spencer, President of Council. The Duke of Argyle, Privy Seal. Sir C. Wentworth Dilke, Foreign Under-Secretary. Mr. G. P. O. Shawlevere, Secretary to the Admiralty. The Right Hon. W. P. Adams, Minis- [ ter for Public Works. Sir H. E. Chamberlain enters the Cabinet. Earl of Ripon, Viceroy of India. London, April 27. The following additional appointments to the new Ministry have been announced :—Sir William Vernon Harcourt becomes Secretary of State for the Home Department, and the Duke of Argyle fills the position of Lord President of the Council. Mr. G. J. Goschen and Lord Rosebery were offered, but declined, portfolios in the new Ministry. Mr. Gladstone experiences difficulty in the formation of a new Ministry, owing to some of the prominent Radicals having claimed portfolios.
THE WINTER PALACE EXPLOSION. St. Petersburg, April 27. ■ It is reported that the author of the Winter Palace explosion has been arrested. COMMERCIAL. London, April 27. Three per cent, consols are 99J. Adelaide wheat per 49Glbs, ex wavehouse, is 535. The fire per cent. New Zealand 104, new five per cent, one pound lower. THE WOOL SALES. London, April 27. At the wool sales to-day 87,000 bales were catalogued, making a total of 70,200 since the opening. The prices were firmly maintained. LATEST FROM AFGHANISTAN. Calcutta, April 27. Latest news from Afghanistan announces further fighting at Ghuzni. The hostile tribes are again assuming a threatening aspect, and General Stewart consequently attacked and dislodged them from the heights surrounding Ghuzni. The enemy have now retreated to the mountainous country beyond the city. Intelligence has also been received of the resumption of hostilities at Cabul. The Afghans attacked Generals Jenkins and Macpherson at Charisab, but, after heavy fighting, were repulsed with severe ' loss. The British loss during tho action was trilling.
