[pee 3.5. 'pnCEBE,' IN TUB MANUEAU-] London, February 5. The struggle between Prince Bismarck and the TJltramontanes is increasing in bitterness. Germany has warned Franco and Belgium that it is their international duty to repress the attacks of the Ultramontanes, whether through the Press or by the clergy. Tho undermemioned members of the Ministry have been elected : —The Right Hon. W. J3. Gladstone, Chancellor of tho Exchequer and Premier; the Bight Hon. E. Cardwell, Secretary for War; the Eight lion. James Stansfeld, President of tho Local Government Board ; tho Right Hon. Robert Lowe, Homo Secretary ; tho Right. Hon. H. C. E. Cbilders, Chancellor of the Duchy of Lancaster; and Sir. Vernon Harcourt, Solicitor-General. The Marquis of Hartington, Chief Secretary for Ireland, was defeated at New Radnor. The members elected up to the present dale are IC6 Liberals, and 136 Conservatives. The Conservative party have so fur gained a majority of 30 by the general election. An official report, from Cape Coast Castle states that, on the 10th January, tho Ashantee King sent, a German missionary to treat with General Wolsley for pence. Eleven hundred seamen and marines, with a detachment of white troops, aro now within a day's march of Coomassie. The 23rd Regiment have not yet disembarked, tho delay being attributable to the native carriers having deserted. A dispatch has been received from Sir Garnet Wolsley, dated 25th January, in which it is staled that the King of Aclmntee has accepted terms, and is willing to pay an indemnity of £200,000. The troops will halt to-morrow, thirty miles from Cooma"sie.
President MacMahon has made a speech to the Tribunal of Commerce, in which lie urged confidence in the stability of the Government, and stated that he was resolved to make tho Presidential power respected under all circumstances.
