The British Government is becoming awake to the necessity of educating the masses. Tlfe manufacturers of the West of "Rngland have been lets human in their dealings with their employes than the slave-owners of America. An Act has been recently passed by Parliament, entitled the " Workshops Eegulation Act." Its enactmsnts may be summed up as follows: — " No child may be employed under eight years of age. No child under 11 may be employed at night or for more than six and a half Lours. No young person under 18 and no female may be employed at night, or for more than 12 hours. None of the above persons may be employed after 4.30 p.m. on Saturdays. No child under 11 may be employed unless such child attend school at least three days per week, and produce to the employer a certificate of such, attendance. On the Ist of July, 1868, the short time and school age is extended to 12, and on the Ist of July, 1870, to 13 years of age."
