WEEKLY SUMMARY. The weather during tlio past week liub been rather unsettled, accompanied by a ileal of rain. The shipping business, however, has not been retarded much, and our \reekly list ot arrivals and departures make a good show. The arrivals since our last have boon on Saturday the Panama Co.'s s e. Lord Ashley, Captain Worsp, from the South, with cargo arid passengers, and n portion of tho 12th Regt.; and the Taliitian brigantino Surprise, Captain Ellacvt.t, from Tuhiti and tho South Sea Islands, with pearl shell, oil, cotton, &c. On Monday the schooner Koso Ann, Capt'iin McKenzie, from Canterbury, with grain. On Tuesday the barque Helen S. I'age, Captain Cairncross, from Brisbane, with cattle. On Wednesday the Missionary schooner Southern Cross, Captain Tilley, from Norfolk Island, in ballast ; and cutter Roao, Captain Dustin, from Napier, with wool. On Thursday the schooner Albatross, Captain Braund, from Lyttelton, with grain. The departures have been on Sunday last the "Circu'ar Saw" liner barque Kate, Captain W. Cooper, for Sydnej', with general cargo and passengers. On Thursday the "Circular Saw" liner Novelty, Captain J. W. Xcaring, for London, with general cargo and 30 passengers ; barque Prince Begent, Captain Eose, for Newcastle, N..>.W., in ballast; and tho cutter Cordelia, Captain Thompson, for Canterbury, with timber, building materials, &o. And yesterday the ship Electric, Captain Lewthwaite, for Plymouth, with troops ; and tho barque Adriatic, Captain Cappon, for Chili, in ballast. There have been two departures for London during the week, the " Circular Saw " clipper Novelty, Captain Nearing, with general cargo and passengers on Thursday; and the ship Eloetrc, Captain Lewthwaite, with the head quarters of the 57th Hegt. yesterday. Both vessels have left in Bplondid trim, and are expected to malfo good passages homo. The Flying Cloud affair has caiißed great excitoment during the week, several attempts having been made to get her under weigh for California without the clearance and register. A stopper w.is put upon the last attempt on Thursday night lust, by the Cm toins authorities seizing her and giving lior would-be captain into the custody of the police.

The whole of tho 12th Regiment with tho exception of one detachment, now at Napier, have assembled in A uckland, and are stationed in the Albert Barracks ready for embarkation homo in the troop ships England and Mary Shepherd. Tho Lord Ashley s.s., made an extra trip to Tauranga on Sunday last, returning on Tuesday with tho whole of tho 12th Segiment from that place. Tho I'annma Mail now considerably ovorduo lias not yet arrived, and great disapointmont and annoyance is felt by all our nierchantile community, as the Supplementary Mail via Suez, is on tho point of leaving us, and therefore there will be no chance of answering any English letters till next month. The s.s. Mataura, from Panama, had not arrived at "Wellington on tho 3rd inst., 10 days overdue. There is a chunco of its arrival however to-day by the s s. l?hcebe, in the Manakau. With respect to the reo:nt loss of the s.s. Star of tho Evening, a Wellington paper says;—" The Board's decision in the case of the Star of the Even ing states that the captain should havo gone outside tho Ariel Rocks." Captain turner had returned from Dunedin to take charge of another steamer. News has been received from Napier of the total destruction by fire of tho ship Montmorency, on the Ist inst. She was a ship of 1000 tons and had just arrived from London, 103 days out, with a full cargo and 169 passenger?. No lives were lost, but the whole of the cargo, luggage, &c., wero destroyed.

Captain Haymefc, who arrived on Saturday from Tahiti by tho schooner Surprise, reports a submarine voloanic eruption occurring off Samoa, in tho vicinity of the Navigators' Islands. Information is wanting, however, with reference to tho exact position of tho phenomenon. His informant was a missionary at Rorotonga, who stated that the waters had been thrown up with great violence, and myriads of dead fish were strewed about tho islands.
