13. Threo boats or vessols must start in every race. 14. Uuless five boats start, no second prize; if eight boats start, a third prize ; if nine boats start, fourth boat to save her stakes. 15. Boats or vessols on the port tack to give way for those on tho starboard tacit, or be disqualified ; boats or vessels running freo to keep away for those on the wind, or be disqualified; any boat or vessel wilfully fouling another will be disqualified. lfi. Any boat in a rare is entitled to protest against another for infringing the rules. 17. Protests in any of tho matches must bo given in writing to the Umpire as soon as possible after the race. 18. Tho decision of the Umpire shall in all cases be final. 19. That fill owners or enterors of boats or vessels in each race shall subscribo to tho Regatta a sum equivalent to 2-\ per cent, of the value of the first prize for each boat or vessel entered. 20.
