" To the Editor of the Daily Southern Cross " Sir, —Perceiving in your Saturday's iss-ue that an application to extend u publicun's license to the Pavilliou Conceit Room wus refused on the ground of unfairness to licensed houses in the vicinity, permit me to say, that while approving of the Bench, although the application was made by a licensed hotel-keeper, I wish to call tlio attention of the authorities to the fact that every eafe, restaurant, eating or boarding house, (with few exceptions), breaks the Liceiifing Act by selling to its customers wines and spirits, ale and porter, to the injury of the legitimate trader. So openly is it done, that in some of the houses the articles aic publicly exposed on the shelves. " When it is considered that publicans can only sell in compliance with the Licensing Act, that in addition to the license fee of ;ClO or £30 they pay high rents', and often a large sum to commence with, it is only fair that the law should be made sufficiently stringent to protect them from the illegal trade indulged in by proprietors of restaurants, and otlu-r gentry in the same line. "All infliction of the full penalty (see clause 38, Licensing Act) in every instance would, I think, have the desired efl'eet. " I am, &c., " A Purlican." £10 REWARD.
