The decision of the Committee with regard to the designation of boats, and all other matters except those referred to in the preceding Rules, shall be final. RULES FOR BAILING BOATS. laf. A boat on the pert tack shall give war to one the starboard tack. 2nd. A boat sailing free to give way to ono close hauled. - 3rd. Two boats close hauled on the same tack standing in to the shore, should the leeward boat find it absolutely necessary to tack to prevent going aßhore, and has not room to do to, without fouling the windward boat, it must hail the latter to that effect, and the windward boat must either tack herself or pass to leeward of tho other.
