The decision of the majority of tlie Stewards to be final in case of u dispute. 3- officer of the regular army or navy will be allowed to run a horse at the meeting who is not a Mib.-eribt-r of at least two pounds to the race fund. 4. Should the weather prove unfavourable the Stewards have it in their power to postpone the meeting. o. Any owner exercising his horses on tlie racecourse alter a day to be hereafter named will be disqualified from running such horses at the meeting. 0.
