MEETING OF THE COUNCIL.
Tuesday, May 6, 1843. Present:—Mr. Hunter, Chairman, Mr. Lyon, Mr. Wade, Mr. Scott, Mr. Guyton, /Mr. Waitt. Minutes of former meeting read and confirmed. Moved by Mr. Hunter, and seconded by Mr. Scott: — That Mr. Lyon, Mr. Fitzherbert, and Mr. Waitt, be nominated as the three Aldermen to sign all cheques on behalf of the Corporation. Agreed to nem. con. , Mr. Wade proposed: — That a Borough rate be fixed, and that the same be estimated upon the valuation of the land without regard to any improvement upon the same. Consideration postponed until Wednesday next. The Mayor stated that he had fixed Thursday, the 18th instant, for the election of two Auditors for the present year. Adjourned till Wednesday next, the 10th, at 10 o'clock. Wednesday, May 10, 1843. Present:—Messrs. Hunter, Lyon, Wade, Fitzherbert, Jenkins, Guyton, and Waitt. Minutes of former meeting read and con- . firmed. Mr. Ross attended upon the Council, and stated that, agreeable to the instructions he had received he had attended at the sittings of the Supreme Court to watch the proceedings regarding a motion for a rule iVisi to call upon the Mayor to shew cause why he should not forthwith proceed to the election of Twelve Aldermen to form the Corporation for the present year, he having failed to do so in the month of December last year, as required by the Municipal Ordinance sth Vie, No. 6, Sec. 31—when it appeared that in consequence of the Attorney for the plaintiff in this cause having grounded his application to the Court upon the provisions of the 11th Geo. 1, Cap. His Honor was of opinion that he had thereby created a difficulty in his mind, as to the propriety of his granting the rule under the provisions of that statute, as it was clear thai these were applicable out of England, and consequently declined granting the rule. Mr. Hunter proposed and Mr. Lyon seconded :—: — That the Finance Committee be authorized to pay the half-yearly salary of the officers of the Corporation, due the Ist of April last. Agreed to. Mr. Wade submitted a rough estimate of the valuation of the property within the borough, with a view of fixing a' rate upon the same. Which having been read, it was . moved by Mr. Lyon and seconded by Mr. Fitzherbert: — That it is the opinion of the Council, after carefully investigating the matter, and which is confirmed by that of the Town Surveyor, that the value of the land (exclusive of any improvements upon the same) within.the borough is at least equal to £110,000. It is therefore resolved that the rate of .the ensuing year be fixed at one and a half per cent, on that valuation. Adjourned till Saturday at 10 o'clock. NOTICES OF MOTION. Mr.' Fitzherbert :—: — That the Town Clerk be directed to apply to his Excellency, to fix some definite site tor the Custom-house for this borough, in order that the Collector of Customs may define the limits within the said borough between which it shall be lawful to land goods. Mr. Wade :— That the sum to be paid for enrolment in the. new Burgess List be fixed at 2s. 6d. ♦
