MUNICIPAL COUNCIL.

The Council met at half past 9 o'clock, a.m., all the Members were present; his worship the Mayor chairman. Several letters which had been handed into the Town Clerk since last meeting, were read. They consisted of applications for appointments under the Council. The minutes of last meeting were read, and being unanimously approved of and confirmed, his Worship signed the same. Alderman Waitt's notice of a motion respecting the appointment of" a Committee of finance was taken up, when the following list was submitted to the Council : — Messrs. Hort, Guyton, Lyon, Johnson, and Fitzherbert. Alderman Fitzherbert moved seconded by Alderman Dorset, that Mr. Waitt's name should be added to that list. Moved by Alderman Wade, seconded by Alderman Scott, that the finance committee do consist of five Members only which, on the vote being taken was carried by a majority of three ; — Messrs. Wade, Scott, Hort, Dorset and Molesworth voting for the amendment, and Messrs. Guy ton,and Fitzherbert,against it. The following Members were then selected to form the Finance Committee : — Messrs. Waitt, Guyton, Fitzherbert, Lyon, and Johnson, and that any three do form a quorum. Also, that the said Committee do report proceedings from time to time. Moved by Alderman Hort, seconded by Alderman Lyon, that the consideration of the 31st clause of the Municipal Corporation Ordinance, respecting the re-election of the 12 Aldermen be now gone into. Moved by Alderman Hort, seconded by Alderman Lyon ; — That it is the opinion of this meeting of the Council, that the second election of Aldermen according to the terms of the Corporation Ordinance is fixed to take place on the first Monday in the month of December 1843. Moved by Alderman Wade, and seconded by Alderman Molesworth, as an amendment: — That the further consideration of this question be postponed until the opinions of Messrs. Evans, Hanson, and Ross, can be obtained on the true interpretation of the clauses (29. 30. and 31.,) in the Municipal Bill. On the amendment being put Messrs. Wade, Molesworth, Fitzherbert, and Dorset voted for, and Messrs. Hort, Lyon, Johnson, Scott, Waitt, Jenkins, 'and Guyton, against. Majority against the amendment 4. The original resolution of Alderman Hort was then read when Alderman Scott moved, seconded by Alderman Guyton : — That the further consideration of the question be postponed sine die. This amendment was carried unanimously. The notice of a motion for the appoint--ment of a Forest Ranger was then taken up by the Council, when Alderman Wade moved seconded by Alderman Jenkins ; — That a Town Ranger or Conservator of the Corporation Lands be appointed, at a salary of £25 per annum, and that he be under the direction of the Town Surveyor. A lengthened discussion ensued, and the opinion of the Town Surveyor Mr. Park, (who was present by appointment,) was taken. Mr. Park gave it as his opinion that such appointment was quite unnesssary, and Alderman Johnson strongly urged the danger of the Council saddling themselves with a number of under paid officers. The question was consequently defered until the next meeting. Moved by Alderman Hort, seconded by Alderman Lyon : — That the Council do now
adjourn until Saturday next, the 22nd inst., at nine o'clock a.m. We see by Sydney papers that another attempt has been made on the life of the Queen and Prince Albert. It appears that they were riding up Constitution Hill, when a man named Francis," a ma«hinist at one of the theatres, drew a pistol from under his coat and fired at the Royal pair, near to the same spot where the lunatic Oxford made a like attempt. It created a great sensation in London, and the Archbishop of Canterbury prepared a form of prayer, sanctioned by the Privy Council, which is to be used in all the churches in England and Wales for thirty days. Francis had been committed to take his trial for high treason. Several communications have been left out to admit of our giving copious English and colonial extracts.
